About MEO Class 2 CoC Exam

Marine Engineer Officer Class 2 (MEO Class 2) CoC is a professional competency certificate issued by the Directorate General of Shipping (DGS), India. It authorizes marine engineers to serve as Second Engineer on vessels powered by main propulsion machinery of 3,000 kW or more.

This certification ensures that candidates possess the necessary technical knowledge, practical skills, and shipboard experience to operate and maintain marine machinery safely and efficiently.

MEO Class 2 examination is conducted by the Mercantile Marine Department (MMD) under the supervision of the Directorate General of Shipping (DGS), Government of India.Candidates must pass both written and oral examinations, along with completing all  modular courses at a DGS-approved maritime training institute.

Once a candidate successfully clears all parts of the examination and fulfills the required sea service and training conditions, the Directorate General of Shipping (DGS) issues the Certificate of Competency (CoC) – MEO Class 2 (Motor/Steam).

Assessment and Application Procedure for MEO Class 2 Exam

List of Courses & Documents for MEO Class II Assessment at MMD :
  • CDC including relevant pages on sea service
  • Passport
  • INDoS Certificate
  • Original Sea Services Letter issued by the Owner of the Vessel/RPSL
  • Sea Service Testimonials (indicating Sailing Time & Propelling Time)
  • Educational Qualification (HSC, SSC, B.Tech Degree)
  • Valid Medical Fitness Certificate from DGS Approved Doctor
  • 4-Month MEO Class 2 Preparatory Course as per STCW 2010
  • Engine Room Simulator Course (Management Level) from DGS Approved MTI
  • All Modular Courses as per STCW 2010 :
    1. PSCRB and PST Refresher
    2. FPFF and AFF Refresher
    3. PSSR
    4. SSO or STSDSD
    5. Medical First Aid valid within 5 years
Assessment Procedure at MMD Centre :
  • Before Applying for Assessment Online at DGS Website :
    1. Update Seafarer’s Profile – Add all Modular Courses & Preparatory Course including ERS-M course .
    2. Ensure your recent Photograph and Signature are updated in Seafarer’s Profile. (these will be used in Admit Card)
    3. Ensure you have Original Sea Services Letter issued by the Owner of the Vessel/RPSL.
    4. Ensure you have Copy of Article of Agreement (Only for Indian Flag Vessels) / Form 3A.
    5. Ensure you have valid Medical Fitness Certificate from DGS Approved Doctor.
    6. Ensure all Modular Courses as per Checklist are valid.
    7. You must have EXN-45 before applying for Assessment.
  • After ensuring all above items ready, Proceed for Online Assessment Application on DGS Website.
    Step 1 : Open www.dgshipping.gov.in . Go to ‘e-governance’ section and Login with your Login credentials.
    Step 2 : Click ‘Examination’. Click ‘Application for Eligibility Assessment‘.
    Step 3 : Select ‘MMD Applied To’. Select Grade as ‘Marine Engineer Officer Class II‘. Select Stream as ‘EMS 1 to EMS 10‘. Select Part/Phase as ‘Part A‘. Click Continue. Pay Assessment Fee for Part A.  (All Candidates must pay Part A Assessment fee in addition to Part B).
    Step 4 : Select ‘MMD Applied To’. Select Grade as ‘Marine Engineer Officer Class II‘. Select Stream as ‘EMS 1 to EMS 10‘. Select Part/Phase as ‘Part B‘. Click Continue. Pay Assessment Fee for Part B. 
    (Download & Print Payment Receipts for Part A and Part B) 
    Step 5 : Download and Print ‘Form 15 – Part A‘ and ‘Form 15 – Part B‘ from Examination section.
    Step 6 : Upload Documents : Click ‘Upload Documents for Assessment Application‘ in Examination section.
  • After Online Assessment Application is complete, Proceed to respective MMD Centre for Physical verification of Documents , and Submit your Assessment file attaching documents in same sequence as per checklist.

MEO Class 2 CoC Exam Pattern

MEO Class 2 examination consists of Written and Oral assessments. Candidates must successfully clear all written and oral subjects to be eligible for the MEO Class 2 Certificate of Competency, which is issued by the DG Shipping upon completion of all requirements.

The exam pattern aligns with the STCW 2010 Convention, covering the following subjects :

Passing Marks/Percentage : Out of 100 marks, a minimum of 50% marks is required for passing.
Written examinations are conducted every month (except in May) at approved MMD centres across India. The schedule of written examinations is published one month in advance on the DG Shipping website.
Seat Booking for Written Papers starts on 1st Day of Every Month and ends on 8th Day of the same month.

Passing Marks/Percentage : Passing percentage is 60%.
Oral examinations are conducted every month (except in May) at approved MMD centres/Online. The schedule of oral examinations is notified (3 - 7 days in advance) on registered email by respective MMD Centres.
Seat Booking for Oral Functions starts on 1st Day of Every Month and ends on 8th Day of the same month.
