About MEO Class 4 CoC Exam Marine Engineer Officer Class 4 (MEO Class 4) CoC is a professional competency certificate issued by the Directorate General of Shipping (DGS), India. It authorizes marine engineers to serve as Officers in Charge of an Engineering Watch in a manned engine room or Designated Duty Engineers in a periodically Unmanned Engine Room (Marine Engineer Officer Class IV). This certification ensures that candidates possess the necessary technical knowledge, practical skills, and shipboard experience to operate and maintain marine machinery safely and efficiently. MEO Class 4 examination is conducted by the Mercantile Marine Department (MMD) under the supervision of the Directorate General of Shipping (DGS), Government of India.Candidates must pass both written and oral examinations, along with completing all modular courses at a DGS-approved maritime training institute. Once a candidate successfully clears all parts of the examination and fulfills the required sea service and training conditions, the Directorate General of Shipping (DGS) issues the Certificate of Competency (CoC) – MEO Class IV (Motor/Steam). MEO Class 4 Eligibility For certification of Officers in Charge of an Engineering Watch in a manned engine room or Designated Duty Engineers in a periodically Unmanned Engine Room (Marine Engineer Officer Class IV). Every candidate shall have performed engine room watch keeping duties as appropriate for motor/ steam for a period of not less than six months in the engine department of a sea going ship powered by main propulsion machinery of 750 kW propulsion power or more under the supervision of the Chief Engineer Officer or a qualified Engineer Officer. Ensure your recent Photograph and Signature are updated in Seafarer’s Profile. (these will be used in Admit Card) Ensure you have Original Sea Services Letter issued by the Owner of the Vessel/RPSL. Ensure you have Copy of Article of Agreement (Only for Indian Flag Vessels) / Form 3A. Ensure you have valid Medical Fitness Certificate from DGS Approved Doctor. Ensure all Modular Courses as per Checklist are valid. You must have TAR Book (completed) before applying for Assessment. After ensuring all above items ready, Proceed for Online Assessment Application on e-Pariksha website.Step 1 : Open e-Pariksha website . Register by clicking ‘Register New User’. Step 2 : Complete your Registration. Fill in the required details, including personal information and contact details. Step 3 : Create username and password for your account.Step 4 : Verify your email id.Step 5 : Use your registered username and password to log in to the e-Pariksha portal.Step 6 : Navigate to ‘Assessment Application‘ section. → Fill in the required Details → Select the date and time for your Assessment → Pay the required fee for the Assessment.Step 5 : Download and Print Application Form. After Online Assessment Application is complete, Proceed to respective MMD Centre for Physical verification of Documents , and Submit your Assessment file attaching documents in same sequence as per checklist. Download Assessment Checklist MEO Class 4 CoC Exam Pattern MEO Class 4 examination consists of 2 parts:- (Part A + Part B). Part B is compulsory for all candidates, but Part A is exempted for Graduated (GME/ME) candidates. MEO Class 4 Part B examination consists of Written and Oral assessments. Candidates must successfully clear all written and oral subjects to be eligible for the MEO Class 4 Certificate of Competency, which is issued by the DG Shipping upon completion of all requirements.
